I am running anope services with Unreal. if i super-admin and set a mode for a user, say + N a or o. then do a whois, it returns that they are netadmin services admin or ircop respectively. but when the the person tries to perform an ircop command, they get access denied. Is this because those modes can only set in config file of unreal, and if so, how come they show the added modes and cant perform them as admin or ircop.

You also need to user the OperServ OLINE command to give the user the respective Oper flags as well as the modes.

-OperServ- Flags have to be prefixed with a "+" or a "-". To
-OperServ- remove all flags simply type a "-" instead of any flags.
