Cell basicly i need to keep an exempts on all registered channel (mode +e *!*@host.com) via BotServ or ChanServ. Mlock can hold  +e modes.

I'm looking for a way to code this as a module.

Anyone got an idea ?

So you want every user matching a certain host having "nearly" unrestricted access to all registered channels in your IRC? "Nearly" means, that a restricted channel which needs certain accesslistentries won't let although exempted users in.
What is the goal of your "request"? MAybe there also exists another solution. :D
I currently see no sense why such a "mass-mlock/chanmodes on register" module should exist. +e Mode just (as I know) makes it possible, to join a channel, that is +i (intive only) or +k (keyworded). And this modes are individual channelmodes where the chanoperator/owner can decide to use it or not. And if he uses it, he won't let special groups in his channel. Although, as Channelowner he might be able to un-mlock that "mode on registering a channel" so it makes no real sense for me :D
But maybe you have a interesting idea, why it might be senseful.
