how to write in service.con once modload?

You can edit and reload configuration on a running instance of Anope by (on IRC) typing "/os reload", after you've made the config changes that is. You can also restart Anope entirely, but this is not often necessary.
Adding a module to the config that you've loaded with /os modload will be fine, just follow the module's instructions for config and then do the aforementioned /os reload
