I have a problem with the translation that I can not solve.
Give the steps are:
Anope cd-1.9.6-source
cd language
msginit -l es_ES -o anope.es_ES.po -i anope.pot
I install and creates the file
Created anope.es_ES.po
Below I go to the folder Anope-1.9.6-source and run the following:
./Config
I will build and run the folder:
make
make install
I put in the default file nickserv.example.conf:
DefaultLanguage = "es_ES"
And restart the services
Then look at the languages available in the help command set language and I still see only in English and the default is all in English.
Clarify that in the help file language "LANGUAGE" puts you add the line in the file language services.conf and I think that's in versions 1.8.
This version is not expected in that file or at least not seen any reference to the file services.conf. Just look at the file nickserv.example.conf

To build Anope with gettext support, gettext and its development libraries must be installed on the system.
Anope does not require locales to be installed or enabled on the system, but does require the locales-all package on Debian and Debian based systems.

Install the package is on its official website gettext-0.18.1.1.tar.gz

There is already a language file for es_ES, why are you trying to create another? Also if /ns help set language doesn't show more than just English gettext is not installed or Anope is not compiled with gettext.

After the install again and now changing the DefaultLanguage still work for me
