Hello! writing through a translator, because not know English
My server UnrealIRCD 3.2.10.4 and services Anope 2.0.1, all under the system Windows 7 x64.

No registration of nicks in Russian "Windows-1251" - (Nickname Иван may not be registered.)

Just can not change the language on the Russian service "ru_RU"

Tell me how to fix this and what should I do or configure a service?
