Title: Issue with webcpanel

Webcpanel allows you to register a q-lined service.
Disallow q-lined nickname registrations from webcpanel/xmlrpc.(Not sure about xmlrpc,didn't test it yet)

Nickname NickServ registered.

-NickServ- You have regained control of NickServ and are now identified as NickServ.



Shouldn't happend imho...

It isn't possible to register nicknames through the stock webcpanel?

We're using the webcpanel (https://wiki.anope.org/index.php/2.0/Modules/webcpanel) module and it does in fact give you the ability to register nicks online:

Yeah my bad for some reason I thought it didn't have that feature.
