I need help, Anope wont open!

This application has failed to start because MSVCR71.dll was not found. Re installing the applicationtion may fix this problem.

I re installed it but same error came up.

Help please. TY

Well, thats how you normally get round that error. Tried rebooting? Running Windows Update etc?
