I think he means Anope as a windows service because when you run anope on a windows server and then log off Anope is closed. Which is why Anope for windows really needs to run as a service. I don't know of any other way to get round that problem.
I run anope as a service using srvany.exe whcih you can find on the Microsoft website. You will also need instsrv.exe to install the service and you really need to be confident editing the registry.
