Is it possible to add a list of custom vhosts for users to choose from and request?

Unfortunately Anope does not have this feature, but there is a 3rd party module (https://modules.anope.org/index.php?page=view&id=284) to add it. More information on 3rd party modules is available on the Anope Modules help (https://modules.anope.org/index.php?page=help) page.
