I am VERY angry cuz of this WEIRD error wich i CANT FIX  IVE TRYED EVERY THING UNINSTALL IT FIX CONFIG EVERY SINGLE THING BUT STILL IT DOESNT WORK CAN SOME1 HELP ME PLZZZ?  :(:(:(

This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.

You havent got the vc runtime libs installed as mentioned in the release notes, http://www.microsoft.com/downloads/details.aspx?FamilyID=32bc1bee-a3f9-4c13-9c99-220b62a191ee&DisplayLang=en  Anope isnt allowed to include these libs with anope so you have to get/install them another way.

Now while that downloads, i suggest a nice cup of tea and a sit down.

Next to that, you posted this in the 1.6.x forums while Anope 1.6.x was never released for Windows.
