What is the force flags command in anope?
I mean to say how a ircop force fully add a nickname in founder list or any other flags?

What do you really want to do ?
You can't add a founder to the channel list, there's only one founder and you can change it with /msg chanserv set founder #channel nick.
You can add a successor (he'll become owner if the owner account is destroyed) with /msg chanserv set successor #channel nick.

And you can add the owner flag (not founder, owner) to someone with /msg chanserv owner #channel [nick]. If nick is ommitted, you'll have the owner' flag (+q).
