I like the cs_autoowner module a lot, but I think some minor improvements could be made.
Here are my ideas:
Configure the access level with a channel set or a level (I.E., a channel owner could do /msg chanserv levels #channel set autoowner custom level)
Allow people with enough access (maybe set with /msg chanserv levels #channel set owner?) to do /msg chanserv owner #channel user.
Maybe I'm asking too much. I'd do this myself, but I'm a novice C coder
