you should also update anope 1.7.10 to 1.7.15.

whats not to understand

"Open the Visual Studio Command Prompt (NOT A DOS BOX), and change directory to the location of your extracted Anope Source Code"

then you use the "cd" command to your modules source directory then type "nmake -f makefile.win32"
