Title: !seen don't work correctly

Hi

The !seen command don't work correctly on my anope.

The Bot´s answered that he don't know this user.
I Tested it on a user see here

Can you help me, why the bots don't know the users in the channels? Fantasy Mode is on.

I see you've logged a bug too.

I have asked for the output of the access list for the channel and shown it works okay on our channel.

@Dragonheart:  the nickname sissi is not registered.

anopes !seen tracks only registered users.
