Hello.

/msg cs op all

It gives you the status you have access to in all channels

This should give +q (in Unreal and others supporting the mode) to services (root) admins using this command.

most definately not !!!

SRA gives you no special access to channels.. +q means channel founder, nothing to do with being oper or so.
channel and operserv access are and will always be seperate.. having any type of oper doesn't mean that particular user is any more important or has any more access to a channel.

opers are meant for network maintenance not to play god in all channels.

Do you mean "/os set superadmin on"? But use that with cleverness or you will see your users leave your net.

Quote
[ChanServ] Syntax: OP [#channel [nick]]
[ChanServ]
[ChanServ] Ops a selected nick on a channel. If nick is not given,
[ChanServ] it will op you. If channel and nick are not given,
[ChanServ] it will op you on all channels you're on, provided you
[ChanServ] have the rights to.
Just type /msg ChanServ OP and it will op you in every channel you've got access to, same with /msg ChanServ VOICE, HALFOP, PROTECT, etc.
