[Contrib]: New russian translation

Previous russian translation for Anope is:
1. outdated
2. have too many bugs with syntax, grammar, etc
3. doesn't have russian example.conf
4. doesn't have translated extra modules (appendtopic, etc)

So, I've fix all errors and update it (sync with new english language file).

For 1.7.20 release you can use SVN1318 translation. It is the same.
