Change in OS IGNORE

Currently OS ignore only works on nicks, which is rather pointless especially when I can change my nick faster than you can execute the ignore command.

I suggest it be changed to allow nick, ident as well as host masks with wildcard support. Adding the setter, time/date and having a reason would be helpful too.

personal opinion is to nuke ignore out of the core and move it to a module.. where anything is fair game to change ahd modify

I agree, 1.9 is supposed to be even more modular then 1.7 is so we'll see :)
