Title: Services root can't register with nickserv

Any reason to this... As I can not use any Operserv commands and I can not use Nickserv to Register...
I am running Unreal3.2.8.1 and Anope 1.8.5 (Win 32 Bit) and According to IceChat I am an Operator

IRC Server:
Code: [Select]
[20:29] -> *nickserv* register pass
[20:29] --NickServ-- Nickname boboon may not be registered.

Boboon is not Registed:
Code: [Select]
[21:02] -> *nickserv* info boboon
[21:02] --NickServ-- Nick boboon isn't registered.

Config:
Code: [Select]
ServicesRoot   "boboon"

And is there any reason I can not change my Account Settings? (On the forum)

You need to be a global IRC operator to register a root nick. That is you must have at least user mode +o and Anope must see you as having user mode +o. In this case it does not. To gain user mode +o and become an IRC operator please see your IRCd's documentation for the /OPER command and associated configuration.
