Only coper can register their nick by NickServ

1- is there a module that restricted the register by nickserv for users and operonly can register ?

if yes where can i get it please ?

2- Somebody can help me to find the nsregemail please ?

the closest thing i know of is disabling nickserv to opers only in the config and installing the ns_saregister module.
