When you undefine NSStrictPrivileges and OSOpersOnly (allowing users identified with service access to use their privileges without IRC operator status) it all works fine... such as displaying their commands in ChanServ and NickServ HELP requests and allowing them to do those commands. (Expect for ones like LIST and SENDPASS - if you specifically choose oper only).
But when you try OperServ HELP you get access denied, but you can still do all the other OperServ commands.
