Global is only accessible to services admins and services root administrators.

services opers have access to the commands for everyday maintenance of the net whereas admins get access to the administative tools of anope. global falls in the last category.

os_access_levels allows your to re-assign who can access what without voiding your support. So if you want services opers to have access to modlist, you can!

Find it at: http://modules.anope.org/viewmod.php?id=88

With the module os_access_levels time I will not entirely clear
As I see it should command such as "GlobalAccess 1" for his IRCop
Only just get back the list. I think I understand this wrong.
