Title: Feature/Module request - memoserv set mailmenus on/off

I would liek to request a module to be written and for this to eventually enter into the base distribution. If mail is active, memoserv set mailmemos on/off and users will recieve a copy of their memos to there nickserv provided email address.

The more information you make available off IRC, the less reason your users will have to come to IRC.

This is similar to forum usage as well. If your users start "chatting" on your forums, what reason is there for them to bother connecting to the irc server?
