Using Anope-2.0.6 + UnrealIRCd-4.0.17 and having a bit of trouble figuring out the proper command for setting a forbid for a channel.
Here is what I entered:
/msg OperServ forbid add #smb# +0 Closed
And this was the response I got:
(Notice) From: OperServ@XeroMem Msg: Syntax: FORBID ADD {NICK|CHAN|EMAIL|REGISTER} [+expiry] entry reason
(Notice) From: OperServ@XeroMem Msg: FORBID DEL {NICK|CHAN|EMAIL|REGISTER} entry
(Notice) From: OperServ@XeroMem Msg: FORBID LIST [NICK|CHAN|EMAIL|REGISTER]
(Notice) From: OperServ@XeroMem Msg: /msg OperServ HELP FORBID for more information.
So what am I doing wrong?

Try:
/msg operserv forbid add chan +0 #smb# Closed
