chanserv not work with simple users  
[17:24] -NickServ- Password accepted - you are now recognized.
-
[17:25] -ChanServ- Access denied.

You need to explain your problem ... Pasting that achieves nothing.

Chanserv doesn't respond to any commands from a normal user. eg "cs info #channel cs register #channel cs identify #channel"  it only responds to opers and admin

I would guess thats enabled on your network.
