Title: HelpServ Join

Hi, is there a module or could someone write a module that makes HelpServ join all channels and maybe responds to 911 requests instead of BotServ replying with the message?

Why would you want helpserv to join all channels? HelpServ isn't used much anyway, so it wouldn't contribute to anything.

I like the idea of having a different Anope Serv deal with 911 requests instead of botserv, so it can be easily edited and things.
