Why a normal user can`t add aop's,sop's etc .... say's: -ChanServ- You can't use this command. Use the ACCESS command instead.

It means either you have CSDefXOP commented out in services.conf or the owner of the channel used /msg ChanServ set <channel> xop off

When this is the case, see /msg ChanServ help access and if you want to revert back to xOP use /msg ChanServ set <channel> xop on
