Just wondering if it is possible to set up a webpage to register nicks and/or channels through that website by manipulating the services database.

At present Anope does not do on the fly MySQL. So to answer your question no it is not possible to register nicks via a web interface.

Now if somebody created a module that had Anope create a special listening server that had its own protocol where your website could "log in" with admin access and issue registration commands and such, then we'd be talking...

There is an xmlrpc module available which kind of provides this type of functionality ... but it is very primitive and in its infancy.
