i would put there "no", instead of yes, but if you check which one is the default.. (i haven't)
tbh.. everybody should decide how he wants to use services.
i like ns access, however i always use kill as well.
i use znc, so my ip does not change, so i like to have ns access option. for me its useful.
decide what you want and do whatever you like.
that's why you have options and everything are in the configs. :)
