Title: Services always sends PrivMSG

I am running Anope1.7.13 on a *nix machine (CentOS 4.0 with kernel 2.6.9-22.0.2.EL).  For some reason services are sending PrivMSG instead of Notice.  I have made sure the option for sending PrivMSG by default is disabled in the config file but they are still sending in PrivMSG and not Notice.  Has anyone had this problem before??

Are you using unreal and the webTV module for it?
