I /svskill'ed my users to enforce an identD check, and when i /os userlist'ed people were duping somehow.  It'd have the old host, and it said they disconnected, then they reconnected with the new host

Is this just a bug? or is it my install screwing up?

No, it's not a bug.  SVSKILL doesn't send notifications around, so Anope never knows the user has left.  You are better off using KILL.
