ChanServ not working automatically?

I have reseted the database and everything but ChanServ is not setting automatically the permissions of a user like ownership of channel, etc. You have to do "/msg ChanServ owner" to get your correct status. How can I fix this?

what version of anope are you using ? if you are using the latest anope realease i.e. 1.7.15 i guess your problem is with NickServ 'AUTOOP' settings. See /nickserv help set or look for 'NSDefAutoop' from services.conf.

Also, that can happen with some settings with channel levels (XOP)
