I have services root but my friend jello doesn't

what am I doing wrong
Unreal3.2.7 is the ircd

EDIT::
I type /msg operserv staff and it shows both of our names in the root list.  is there someway to identify so we are recognized

You should also be aware that Anope-1.6.5 does not fully support Unral3.2.x, there are several features that Unreal added after 1.6 went stable. Once Anope is deemed stable it become a "bug fix only" branch with no new features added. IF you want the latest features and full Unreal 3.2.7 support you need to use Anope-1.7.x, 1.7.19 is the latest.
