Problem with Inspircd

Anope Version 1.7.21
InspIRCd Version: 1.1

Error :

your ircd is not listening on the IP and port you specified in services.conf

Yeah it's works now for that point...

But when I try to do and operserv command or an botserv command, it say to me that:

[19:32] -OperServ- Permission denied.
[19:32] -BotServ- Permission denied.

Who can I add me like *oper* in Anope ? I'm already oper in Inspircd ...

you need at least one nick in servicesroot list in services.conf
that used can then add other admins to operserv.
