Title: Ability to completely disable certan features

Why is it possible to completely disable BotServ, but none of the others? Like HelpServ for example, it seems like a complete waste of space to me. 90% of users don't even know it's there.

I think it would be better if you were able to disable features that you don't use/have no need for.

If you disable helpserv the entire anope help system will be disabled...... i wouldn't call the help system a feature you don't need.
I believe memoserv and hostserv can also be disabled, however the nickserv, chanserv and operserv cannot be disabled because they provide core functionality...

HelpServ honestly is worthless, it has nothing to do with the HELP commands, it is a generic HELP service, this is why if you look at helpserv.c there is nothing in there.

Yeah, HelpServ is only used to list the other services and show how to get their help files (/msg XX HELP).

If I understood correctly, anope-ng has the aim to modularize it and there it might be possible to simply "disable" what you won't have enabled :D

That's correct, but, HS is gone in 1.9 anyway. :)
