Title: [ns_suspend]: Add some items

Hello,

I wanna to request to add something VERY usefull on the NICKSERV SUSPEND command when a user is suspended to add when an IRC Oper + uses /ns info command to the suspended nick to give the FROM suspended and the TIME + DATE that this nickname is suspended, because in large networks will be problems from who did this suspend and then and the owner must check the services log to see it, also please added into the 1.8 anope next version not only in the 1.9 :D

e.g: This nickname is currently suspended, from: westor - on: 13/03/2013 19:18:00 - reason: spamming

I meant, a protocol on top of TCP to initiate the zone transfer.
