For your private nick you can do:
/msg NickServ set kill ON (this will wait 60secs to enter for your password)
/msg NickServ set kill quick (this will wait 20secs to enter for your password)

and, if you want this settings to be applied for all newly registered nicks you need to enable NSDefKill and or NSDefKillQuick from services.conf.

As it is your nick, there is a good chance your host is on the nick access list.  This list is a list of host masks which anope will not kill when using the nick in question.

/ns help access

(p.s. there is a config setting to stop anope adding a host to the access list when you register a nick )

NickServ does not change nick on Guest *** all has made as here it is written.
Starts to work only then when DNS a server I turn off. If DNS works NickServ does not change nick.

As i've already said, your host is on the nick access list.

/msg nickserv help access

changing those settings AFTER the nick is registered does nothing. Those only apply to newly registered nick AFTER you set them. Previously registered nicks would still have the old default settings.
