Hi ppls
is it possible that a user can join a channel, but it is impossible to register this chan? 'cause its an testchan from webchats.
is there a chanmode to do it, or a module?

do you mean the whole REGISTRATION of a Channel or a particular channel. I think it can be done by using module. Using a
module
we can restrict or disable the ChanServ register command or we can apply to a particular channel too.
