ERROR on start!

I downloaded "Anope-1.7.14.exe" (windows)
i installed it and run it, Then it comes up "This program couldnt start becouse MSVCR71.dll not were found, this problem....." I have Windows Server 2003.

Looks like you're missing the .net framework 1.1.
