When I shutdown services, and i start it again, the modules I loaded ar all gone (unloaded)

Also when services are back online it de-voice, de-op etc everyone on the server. And everyone have to identify again, then rejoin the channel to get there status back.

Is this normal?

Yes. In order to get the modules to load and stay loaded you have to edit your services.conf file. They can either be a delayed load (a couple seconds after you start services and they connect) or an instant load (when you actually start services they load).
