how did u guys decide what should be for services admin and what are for opers. i mean like whats so abusive about bot add or logon news

The same can be said about /rehash and /connect in the ircd. If you look at Services Oper commands, none of them affect the global environment of the network, unlike adding bots and adding logon news which does affect the network as a whole. The power that Services opers have are general information commands and a few channel specific commands.

Choosing which commands are at which access level really have nothing to do with abusiveness since every command can be abused in some fashon.

Maybe in the future a system similar to oper flags will be used to fine tune permissions? Even something like OperServ LEVELS similar to ChanServ LEVELS.

We are looking into something like oper flags for 1.9. I can't say yet if and how it will appear though.
