At present and likely for the foreseeable future Anope does not currently support ConferenceRoom at all. If you wish to use Anope you will have to change IRCd to one listed as supported in Anope's example.conf. As for downloading Anope, click "Downloads" on http://www.anope.org

ConferenceRoom is closed source proprietary software and while it is supposed to support the RFC 1459 protocol the specifics are not open.. Anope being a free open source source project it is very unlikely we will ever support ConferenceRoom.. not even considering the price tag associated with a license that would be required for testing etc..
I would recommend you try out InspIRCd 1.2 or Unreal 3.2, both work fine one windows and are supported by anope.
A anope + Unreal tutorials can be found in abundance on the web.. here (http://www.tutorialnut.com/index.php/2009/01/02/creating-an-unrealircd-and-anope-irc-server-on-a-windows-system/) for example.
