A hotfix for anope 1.7.23 was released (1.7.23b) which fixes a problem with loading encrypted pre-.23 databases.
If you had a problem getting .23 to work, re-download and re-install and restore a DB backup from before using .23. Then start the newly installed 1.7.23b.
