BOPM is the best option, but does not support windows.
there is something called winbopm (
http://www.vulnscan.org/winbopm) but i do not know whether it still maintained or whether it even works.
ircdefender is perl based so should work on any OS that supports perl, but i don't know of any DNSBL module for it.
and neostats: no idea whether it works on windows...
when stuck to windows, your options are much more limited...
btw some IRCd's even have built-in DNSBL list functionality... maybe an idea to suggest it as an unreal module... makes much more sense imho then an anope module.
