Anope does not ask for password to users joining my server

Hi Folks

here is the problem, I have compiled anope2.0.1 recently and found that it is not asking for passwords to users who have registered their nicks. I have 1. disabled access list (put a # in front of module for ns_access) 2. set addaccessonreg = no but still with no luck. I have done os reload and os restart, and also killed the services process from VPS and then started services again.

one fact can serve as clue is that when a user changes his nick to any registered nick while is in the server, then anope is asking for password but not asking for passwords to users with a register nick who are connecting to the server.

Above is a bit strange but it is happening. Could anybody please comment on how to fight this problem?

So, I went on there and did the following:

1)
Registered a nick and verified that /ns access list was empty
Disconnected + Reconnected, no prompt for authentication received

2)

I then /nick'd away and /nick'd back to the nick and nickserv prompted me for authentication


3)

I authenticated and then set kill quick on

4)

No difference upon disconnect/reconnect until you nick away and back again.
