You should list your requirements.

if your thing not secret, say it pls.
Maybe somebody can help you.
In the end, a lot of projects are open source in the irc world.

You'll be wasting your time as nobody will PM you to get information.

I suggest you outline EXACTLY what you want as nobody in their right mind will take on a project without suitable information.

As ysfm says, some of this may be easily doable and who knows, some modules may exist.

Finally, knowing the Anope Version would be helpful too.

okie..

A- (NickServ)

1- if someone identified his nickname i want to add a line after "Password accepted"

-NickServ- Password accepted - you are now recognized.
-
-NickServ- Remember, NOONE from XXXXX IRC Network will ever approach you for your password. DO NOT give your passwords to anyone.

2- want to move all SASET commands to SET and to be limited to SA and SRA only

B- (HostServ)

1- let HostServ and BotServ join #vhost

2- let HostServ say on Channel when someone request a vhost so the user and the hostsetters can see the message

<HostServ>   NICK requested vhost: vhost.you.want /hs waiting to list

- when a HostSetter accept the vhost

<HostServ>   Host Request for NICK activated by HOSTSETTER - please type /hs on

- when a HostSetter reject the vhost

<HostServ>   Host Request for NICK rejected by HOSTSETTER - (Reason)

C- (BotServ)

Same as HostServ to request a bot

D- (OperServ)

1- Modlist "to be shown to SA and SRA

thats what i need right now.

80% of these stuff you want are covered by core or 3rd party modules...

- let HostServ say on Channel when someone request a vhost so the user and the hostsetters can see the message <-- Possible with existing module (hs_request_ext)

- bs_request: http://forum.anope.org/index.php?topic=2778.0 maybe someone has the source..

and all the rest is pretty easy..

Most of this is achieveable with small core edits, but that's not supported. Here is the Nickserv one you requested: "ns_identify_msg", it has a line in the source itself that you need to edit to set the message BEFORE you compile using make modules.
http://www.lethality.me.uk/ns_identify_msg.c

What exactly is it you want HostServ to do?
And here is the bs_request that Viper (Jan) mentioned: http://www.abjects.net/files/bs_request.c
