Expiring bans for botserv

As I mentioned in the irc channel before.

Make it possible to add a ban duration for botserv's kick/ban options (for bans set by flood controls) (just like !tkb in bs_fantasy_ext)...

This could be implemented in two different ways...
One global setting or as an extra option for every setting separately (or a combination of the two, like a global setting that can be overruled by separate settings)...

for example:
/msg botserv kick banduration 1d or /msg botserv set banduration 1d
/msg botserv kick flood on 3 4 5 1h30m
for banning for 1 and a half hour the third time someone "floods" 4 lines in 5 seconds

Conditional +1, the condition being that this only works on IRCds that support a form of TBAN or timed ban. The IRCd has already accepted the additional overhead, so let the ircd deal with it.

Otherwise I'd say no, it's not worth services keeping track of all the timers and callbacks when a client bot can handle this and keep the overhead off services. Yes, this is a popular feature in Eggdrop, but Eggdrops normally only monitor 1 or a few channels and not the entire network.
