The idea is to extend UnRestrictSAdmin by using definable usermodes to restrict in the services.conf
ie:
UnrestrictSAdmin
RestrictSAdminModes aNqW
This will act exactlly as the feature currently does however instead of having a static definition that's compiled in, it's settable in the conf.
This will allow net admins more control over which usermodes opers can/can't have.
Additional settings can include UnRestrictSOpers and UnRestrictSRA's for ultimate control.
