Title: issue with /cs invite #chan

We are running Anope 1.6.4 and unrealircd 3.2, when a user with aop or higher uses /cs invite #chan they do not recieve the notice telling them that they have been invited to said channel.  Is this an issue with something in the conf?

Does the usermodes let them recive invites?
Is the channel +V (/invite is not allowed)

Why not use /invite nickname #roomname
