I dont know why its do that is not my first server and its the first time i see that ...

Any idea ?

it's because the xop system is on for that channel. Means you can only use vop/hop/aop/sop not number value access levels.

/cs help set xop

Yeha its work i have make : /cs set #Pandemonium xop ON and OFF and now its work :)
