Title: Prevent someone from getting owner status.

Is there any way to prevent someone from getting +q from chanserv? They have the chanserv password and they are other admins but I like bossing them around :D

If they have the channel password, then no, there is no way.  If you really need control over that, you shouldn't give out channel passwords and/or get more trustworthy admins.
